PNP to work with LGUs for ‘5-minute emergency response’ policy

The Philippine National Police (PNP) is coordinating with local government units (LGUs) to implement its goal of a “five-minute emergency response” policy.

According to newly installed PNP chief Nicolas Torre III, the Quezon City police had been implementing the quick response policy for crimes and emergencies in the city since 2022.

Now, he wants to expand the program to other areas in the country.

“Nagawa na natin yan sa Quezon City police noong ako ay assistant director noong 2022. Ngayon ip-propagate ko na lang sa Metro Manila,” Torre said in an interview on BaliTanghali Thursday.

On Wednesday, Torre said that police boxes and police community precincts (PCP) will be deactivated as cops are expected to receive requests for response through 911 calls.

“Ang LGU ay ating katuwang sa pag-implement ng mga programs na ito… Malaking tulong at major partner natin ang LGU,” said Torre.

Far-flung areas

While the set response time is for highly urbanized areas, the PNP chief said the police will respond at a reasonable time in far-flung areas. 

“Obviously, hindi yan applicable sa far-flung ares kasi paano natin magagawa na three minutes kung nasa taas ng bundok ang respondent or nasa areas na talaga namang medyo liblib,” he said

(Obviously, the five-minute response time is not applicable for far-flung areas.)

“Hindi natin pwede ipangako ang hindi natin kayang gawin. At the end of the day, reasonable ang time ng responde in other places in the country. But we will make it as it is in Metro Manila, Cebu, Davao, Iloilo, Cagayan de Oro,” he added.
