Duterte Among 18 Officials Yet to File SOCE

Mayor-elect Rodrigo Roa Duterte is among 18 candidates in the May 12 elections who have yet to file their Statement of Contributions and Expenditures (SOCE). As of June 11, the Commission on Elections (Comelec) reported that only 79 out of 97 candidates had submitted their SOCE by the 5 p.m. deadline. The Comelec provided the total number of filers and a breakdown by position but did not release individual names. City Election Officer Shajani Ebrahim declined to disclose the names to protect the candidates from potential taunting. On June 13, the Comelec released a partial list of 37 candidates who filed their SOCE, including two out of five mayoral candidates: Rodolfo Atenen Cubos and Karlo Alexei Bendigo Nograles. Mayor-elect Duterte, who won an 8th term as Davao City mayor, has not filed his SOCE and is currently detained in The Hague, Netherlands, facing charges at the International Criminal Court (ICC). His sons Sebastian (Vice Mayor-elect) and Paolo (1st district Representative), and grandsons Omar (2nd district Representative) and Rodrigo II (1st district councilor) have filed their SOCE. Under Republic Act No. 7166, candidates must file their SOCE within 30 days after the election, and failure to do so can prevent them from assuming office. Duterte was proclaimed in absentia on May 13 and has yet to take his oath. The Department of Interior and Local Government (DILG) stated that if Duterte fails to take his oath within six months, the vice mayor-elect will permanently assume the mayoralty. The partial list of SOCE filers includes 35 candidates for various positions, including Vice Mayor-elect Sebastian Duterte and Rep-Elect Paolo Zimmerman Duterte.
