PAMPANGA SP THUMBS DOWN SAN FERNANDO ORDINANCE REGULATING FEEDING PROGRAMS , Punto! Central Luzon

CITY OF SAN FERNANDO — The Sangguniang Panlalawigan of Pampanga has disapproved an ordinance of the City of San Fernando regulating the conduct of feeding programs as well as medical and dental missions within the city.

“Heto po ang mga ordinances at resolutions na inaprub ng inyong 12th Sangguniang Panlalawigan sa Regular Session No. 52 ngayong July 1, base po sa rekomendasyon ng mga respective committees,” said a post on the Vice Governor Delta Pineda Facebook page, under which appeared:

“Resolution for the disapproval of Ordinance No. 021 Series of 2026 of the Sangguniang Panlungsod of the City of San Fernando, Pampanga, entitled: “An ordinance regulating and institutionalizing the conduct and operation of feeding programs, medical missions and dental mission within the City of San Fernando, Pampanga, providing implementing guidelines and mechanisms therefor,” for the reasons stated therein…”

Only last Monday, June 20, a hearing on the CSF ordinance was conducted by the

SP committee on health nutrition and sanitation chaired by 4th District board member Dr. Kariza Naguit where Pampanga Business Circle senior fellow Rene G. Romero and Advocates for Genuine and Outstanding Services representative Mark Sison presented their groups’ respective position papers strongly opposing the ordinance.

A similar ordinance of the Municipality of Sasmuan was also disapproved by the SP in their session today, July 1, to wit:

“Resolution for the disapproval of Ordinance No. 09 Series of 2026 of the municipality of Sasmuan, Pampanga entitled: “An ordinance regulating the conduct of medical missions within the jurisdiction of the municipality of Sasmuan, and requiring every organizer to give notice, obtain clearance, and coordinate with the municipal health office for any program or activity involving minor and/or major optical or surgical operation, medical or dental and other health-related services and providing penalties for violations hereof.”
