MANILA, Philippines – The Civil Service Commission (CSC) revealed on Thursday that a total of 34,719 examinees passed the Aug. 9, 2026 Career Service Examination–Pen and Paper Test (CSE-PPT), yielding a 14.41 percent national passing rate out of 240,934 aspirants.
CSC chairman Marilyn Yap said Farrah Denisse Tuazon of Region I (Ilocos Region) and Danna Jaye Sanguenza of Region 6 (Western Visayas) topped the national board, clinching the highest scores in the Professional and Subprofessional levels, respectively.
Yap said Central Luzon (Region 3) recorded the country’s highest regional passing rate at 20.84 percent or 4,278 passers, comprising 3,895 Professional and 383 Subprofessional level qualifiers.
Following Region 3 in top performance were Region I (18.78 percent), Region V or Bicol Region (17.29 percent), and Region 4 or Calabarzon (16.86 percent), according to the commission.
“Tuazon led the Professional Level with an impressive 97.38 rating, closely followed by Lex Moriel Sanchez of Region 2 (97.19) while Sanguenza secured the top spot in the Subprofessional Level with a 97.43 rating, followed by Von Adena Nival of Region 8 or Eastern Visayas (96.78),” the CSC chief said.

Under career service professional eligibility (second level), an individual is qualified for first-level clerical and second-level technical, executive, and managerial positions, provided they do not involve practice of a regulated profession, the CSC explained.
On one hand, an individual is qualified for first-level clerical positions not covered by special laws under the career service subprofessional eligibility (first level), it added.
“Both eligibilities do not apply to positions requiring professional licenses issued by regulatory boards,” clarified the top CSC official.
