NAPOLCOM probes Samar cop who allegedly kicked pregnant partner, causing miscarriage

The National Police Commission (NAPOLCOM) on Friday said it is investigating allegations of physical abuse against a police officer after his former live-in partner filed a complaint.

According to the complainant, the police officer identified as Police Corporal Rogen Cain repeatedly assaulted her even when she was pregnant.

“Way back 2021, January po ako po ay nakunan. Namatay po yung baby ko. Which is sa summer pa lang po, wala na po palang heartbeat yung baby ko,” the complainant said at a press conference.

(Way back in January 2021, I had a miscarriage. My baby died. I did not know that my baby had no heartbeat since summer.)

“Alam po ‘yan ng pulis na nirereklamo ko. Nawala po yung anak ko dahil po sa pananakit po niya sa akin,” she added.

(The police I complained about know that. My child is gone because he hurt me.)

The complainant, whose identity was withheld due to the sensitive nature of the case, appeared before NAPOLCOM and sought assistance in investigating the officer.

She alleged that Cain kicked her in the back while she was pregnant, resulting in the miscarriage of their first child.

According to her, the cop also physically assaulted her during another argument while she was pregnant with their second child, causing her to bleed and nearly lose the baby.

She also further recounted an incident in which they struggled over a tactical pen knife, leaving both of them injured, and another confrontation in which the officer allegedly pointed a firearm at her and accidentally fired it, hitting a wall.

‘Dismissed’

Also present during the presser, Cain said the issues had already been addressed in previous proceedings, claiming that the criminal cases filed against him had been dismissed.

“Na-serve ko na yun lahat yung allegations niya. Simula yung sa criminal case, yung finile niya doon sa Calbayog, na-provisional dismissed na po ‘yun. Tapos yung sinabi niya na nakunan siya, nag-file siya ng kaso dyan doon sa Lower Bicutan, Taguig, na dismissed na din yan,” he said.

(I have served all of her allegations. Starting with the criminal case, the one she filed in Calbayog, it has been provisionally dismissed. Then when she said he had a miscarriage, she filed a case in Lower Bicutan, Taguig, which has also been dismissed.)

According to him, the Philippine National Police – Internal Affairs Service (PNP-IAS) had imposed a 60-day suspension on him over a physical injuries complaint.

However, Cain denied stabbing the complainant with a tactical pen knife and firing a gun.

“Hindi yun. Siya lang ang nanaksak sa akin. Pagdaan ko noon, bigla niya akong sinaksak. May medical ako…Wala po akong idea nyan [na nagpaputok ako],” the police officer said.

(That’s not true. She was the one who stabbed me. When I was passing by, she suddenly stabbed me. I have a medical record…I have no idea about the firing incident.)

The complaint said that she had reported the matter to PNP-IAS but she was disappointed that the cop is still in the service.

“Sana ma-imbestigahan po yung IAS po ng PNP at saka yung kaso po na finile ko po sa kanya. Kasi, sa totoo lang po, alam ko po na may merong mga taong tumulong sa kanya regarding po dyan,” she said.

(I hope the IAS of the PNP and the case I filed against him will be investigated. Because, to be honest, I know that there are people who helped him regarding that.)

“Napaka-unfair po ng IAS po ng PNP na hanggang ngayon yung taong yun is aktibo sa serbisyo,” she added.

(PNP-IAS is so unfair that until now that person is still active in the service.)

NAPOLCOM Commissioner Ralph Calinisan said the Commission would coordinate with the IAS to determine the status and outcome of the previous complaint.

GMA News Online has sought comment from PNP-IAS about the matter but it has yet to provide a statement as of posting time.

“Hindi tayo papayag na isang abusadong pulis ay nagtatagal sa serbisyo. Uulitin ko, tiwala ng tao ang pinag-uusapan dito. Kaya nga siya lumapit sa atin para aksyunan natin yung kanilang problema. Kaya pangangalagaan natin yung tiwala ng tao sa paglapit sa atin,” he said.

(We will not allow an abusive police officer to remain in service for long. I repeat, what is at stake here is the trust of the people. That is why they came to us so that we can take action on their concerns. That is why we will protect the trust of the people.) —VAL, GMA News
