Macacua Calls for Courtesy Resignations from BARMM Top Officials

Chief Minister Abdulrauf Macacua of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has issued a directive requiring all appointed and designated ministers, deputy ministers, and heads of offices and agencies to submit their unqualified courtesy resignations. The order, outlined in Memorandum Circular 007 dated June 23, aims to address complaints against BARMM officials and enhance the efficiency and effectiveness of service delivery as the region’s transition period nears its end. Officials must submit their resignations by the close of office hours on June 30, signaling a potential cabinet revamp ahead of the upcoming parliamentary elections. The directive follows allegations of anomalous transactions involving ₱2.5 billion in the Ministry of Basic, Higher and Technical Education (MBHTE) and the Ministry of the Interior and Local Government (MILG). MBHTE Minister Mohagher Iqbal denied the allegations, stating that procurement processes were compliant with laws and Commission on Audit (COA) regulations. Similarly, MILG Minister Sha Elijah Dumama-Alba refuted claims of irregularities in the ₱680 million rice supply purchase for emergency relief. The Bangsamoro Parliament’s Blue Ribbon Committee, chaired by Deputy Floor Leader Rasol Mitmug Jr., will investigate the allegations. Macacua emphasized that officials must continue performing routine functions until decisions on their resignations are made, warning that non-compliance will result in being “deemed resigned.”
