DAVAO CITY (MindaNews / 6 August 2026) — The regional offices of the Department of Public Works and Highways (DPWH) and the Department of Health (DOH) are finalizing the site development plan for the reconstruction of the Davao Oriental Provincial Hospital-Manay (DOPH-Manay), which collapsed during strong earthquakes in October 2025.
The DPWH stated that the site development plan is still being prepared, delaying the bidding process originally scheduled for July 28, 2026. Dean Ortiz, DPWH-XI spokesperson, explained that the plan must be finalized before procurement can proceed.
Two construction projects are underway: Project No. 25LF0175, with a ₱39.8 million budget for the front building and emergency department (funded under DOH’s HFEP), and Project No. 26LF0102, a ₱28.3 million outpatient department (OPD) building project under the 2026 GAA. The latter remains on hold pending fund release.
The hospital, also known as Manay District Hospital, was destroyed by magnitude 7.3 and 6.9 earthquakes on October 10, 2025. Patients and staff were safely evacuated, but operations were severely disrupted, forcing temporary treatment in tents.
President Ferdinand Marcos Jr. ordered expedited rehabilitation, as the building was declared unfit for use. The earthquakes affected 17 barangays in Manay, impacting over 74,500 individuals.
