Davao City Acting Mayor Sebastian Duterte attributed the delay in the Samal Island-Davao City Connector Bridge project to “environmental concerns raised selectively by those whose business interests are most affected.” In a statement, Duterte acknowledged the Supreme Court’s issuance of a writ of kalikasan against the project and recognized the right to a balanced and healthy environment. However, he emphasized that the bridge aims to provide safer and affordable transport, boost trade and tourism, and create jobs for residents. He urged opponents to consider whether their objections prioritize environmental protection or private commercial interests, noting that the project underwent environmental studies and secured clearances to minimize its impact. The Supreme Court issued the writ on July 1, responding to a petition claiming the project would cause irreversible damage to ecologically sensitive marine areas, including Paradise Reef and the Hizon Marine Protected Area. Petitioners included environmental advocates and organizations, while respondents included China Road and Bridge Corporation, the DPWH, DENR, and the Samal Island Protected Area Management Board. The Writ of Kalikasan is a legal remedy addressing environmental damage threatening life, health, or property across multiple areas.
