The Land Transportation Office (LTO) issued a Show Cause Order (SCO) against a motorist who refused to yield and blocked a pedestrian lane in Makati City.
Based on a video shared by the Facebook page “Silinyador PH” and later obtained by the agency, an individual was unable to cross the street because a vehicle was blocking a pedestrian lane.
The video also showed other pedestrians being forced to find another path to cross the street because the vehicle was blocking the designated crossing.
(LTO) Chief, Assistant Secretary Markus V. Lacanilao immediately ordered the conduct of an investigation to identify the driver and the registered owner of the vehicle, which led to the formal issuance of the SCO.
Those involved are required to appear before the Intelligence and Investigation Division (IID) of the LTO Central Office on Tuesday, October 20, 2026 to explain their side.
In a statement, the LTO said the driver faces a possible Right of Way violation for failing to yield to crossing pedestrians and stopping his vehicle in the pedestrian lane and obstructing its users.
“If the violations are proven after due process, he may also be declared an Improper Person to Operate a Motor Vehicle, which may result in the suspension or revocation of his license, in accordance with existing laws and regulations,” the agency said.
The driver is expected to surrender his IID license and be placed on a 90-day preventive suspension while while the vehicle has been placed on alarm status as part of the ongoing LTO investigation.
“The pedestrian lane is for people, not a parking lot. There is no room on the road for motorists who prioritize their own comfort over the safety of others. The crossing will be respected, and the LTO will hold violators accountable,” Lacanilao was quoted as saying.
“The LTO will not tolerate violations that endanger the lives of pedestrians. The agency will intensify investigation and enforcement of appropriate penalties against motorists who do not comply with traffic laws. The public is also encouraged to report similar incidents so that immediate action can be taken and ensure that every road user is responsible and safely reaches their destination.” — BAP, GMA News
