CLARK FREEPORT — Cracked, chipped, coated in soot and dust, the monument of the Republic of the Philippines’ first Kapampangan president, Diosdado Pangan Macapagal at the corner of the eponymous highway and M.A. Roxas Highway here suffers from utter neglect. Even the ornamental plants surrounding its base are overgrown with weeds. This is no way to honor a great Kapampangan, more so a former president widely hailed in his time as “incorruptible.”
