Heavy rainfall caused a flash flood in Tubod, Lanao del Norte, following nearly two hours of sustained rain and thunderstorms on December 14. The flooding occurred around 6:30 p.m. along Crossing Poblacion, with water from the concrete drainage system overflowing and leaving passenger and private vehicles stranded. Businessman Katsoot Buhisan noted the high water level on the highway when he stepped out of his printshop. Abeliza Manzano, Chief of the Provincial Disaster Risk Reduction Management Office, suggested the drainage system along the highway might be clogged and called for an inspection by the Department of Public Works and Highways in the first congressional district.
