Davao City 2026 Budget Rises 10% to ₱15.8 Billion

The Davao City Council approved on third and final reading on November 13, 2025, an ordinance allocating a ₱15.846-billion local budget for 2026, reflecting a 10.76% increase from the 2025 budget of ₱14.346 billion. During a special session, Councilor Danilo Dayanghirang moved for the passage of the budget proposed by Mayor Sebastian Duterte, which was promptly approved. The budget includes ₱13.652 billion (86.16%) for the general fund, ₱2.028 billion (12.80%) for the development fund, and ₱165.8 million (1.04%) for economic enterprises. The general fund allocates ₱10.718 billion (67%) for maintenance and operating expenses, ₱2.222 billion for personal services, and ₱899.961 million for capital outlays. The Office of the City Mayor received the largest allocation at ₱5.008 billion (36.69% of the total budget), including ₱4.544 billion for operating expenses, ₱303.206 million for capital outlay, and ₱160.551 million for personal services, though this represents a 2.70% decrease from 2025. The mayor cited appropriations for key programs and services under his office’s jurisdiction, including General Administration, Peace and Order, and the Lingap Program. Mayor Sebastian and Vice Mayor Rigo Duterte assumed their roles through succession after former President Rodrigo Duterte failed to take office. The development fund will finance infrastructure projects, including economic, environmental, social, and general public services.
