Samal Apologizes for Panic During Unannounced Bomb Drill

THE City Government of the Island Garden City of Samal has apologized for failing to properly inform the public about a bomb threat drill and explosion simulation held at the New City Hall on July 29, 2025.

In a statement issued Tuesday, the local government admitted that the notice for the activity was not “adequately disseminated,” resulting in confusion and distress among nearby residents and workers.

“We deeply understand how alarming such activity can be and its minor lapses caused miscommunication and distress,” the statement read.

The LGU assured the public that safety remains a top priority and said it is now reviewing its protocols to prevent similar oversights. Future drills, simulations, and emergency exercises, it added, will be properly communicated to avoid misunderstandings.

“We thank everyone for their patience and continued support,” the city government said.

A day before the drill, the Samal Island Information Facebook page had posted a public advisory, informing citizens that the simulation would take place on July 29 at the New City Hall in Sitio Maag, Peñaplata.

The post warned of alarm sounds, emergency responders in the area, and temporary disruptions in city hall operations during the morning. It also advised residents to conduct transactions in the afternoon.

The LGU said the drill was part of efforts to strengthen the city’s preparedness for emergencies. RGP
