Councilor Jun Alcover, who himself experienced being barred from entering Beverly Hills to reach Veterans Village, where he resides, said it is the marching order of Cebu City Mayor Michael Rama to recover access to public roads that have been used exclusively by some subdivisions.
Alcover said during the interview with SunStar’s Beyond the Headlines that the homeowners of Beverly Hills were given until August to respond to the city’s move to reclaim access to the public road in Beverly Hills.
According to Alcover, the road network inside Beverly Hills was covered by a deed of donation entered into between Edgar Woolbright, president and general manager of Beverly Hills Corporation, and then Cebu City mayor Eulogio Borres on March 17, 1976.
He added that they recently found out that the property where the guard house and the office of the homeowners association are located is not covered by the deed of donation; however, the outpost was constructed without a building permit.
Alcover said vehicles can access Beverly Hills if they have a sticker issued by the homeowners association for P1,500 a year.
“Even mga tawo bisan maglakaw lang dili pwede kasulod (Even people just walking are not allowed to enter),” Alcover said, adding that the policy is very oppressive.
The councilor vowed to continue working for the resolution of the access road for the general public. (MVG)
