This came following the complaints from Eduardo Rallos Sy, a resident of Casals Village, concerning frequent illegal parking on public roads inside the subdivision in letters dated August 20, 2022 and April 1, 2023.
The streets within the village have already been converted into public roads after being donated to the Cebu City Government in 1980 during the term of mayor Florentino Solon.
The donation is supported by a deed of donation entered into and signed by lawyer Cecilio Casals and Solon on November 18, 1980.
Meanwhile, CCTO head Raquel Arce said the Traffic Management Committee (TMC) has passed Board Resolution No. 36-087-2023 dated May 9, 2023, allowing the city’s traffic office to enforce the laws that prohibit illegal parking, such as City Ordinance Nos. 356 (Towing of illegally-parked vehicles), 801 (Traffic Code of the City of Cebu), and 1664 (Clamping of illegally-parked vehicles).
The resolution has also mentioned that through an endorsement letter dated November 7, 2023, the streets within the village were converted into public roads, according to lawyer Kent Francesco Jongoy, head of the CCTO legal and investigation division.
In the same endorsement letter, the CCTO’s legal department concluded “it is entirely within the authority of the CCTO to enforce all the aforementioned traffic ordinances.” (AML, TPT)
