Budget Undersecretary Rolando U. Toledo has been appointed as Secretary of the Department of Budget and Management (DBM), following the resignation Amenah Pangandaman on November 17.
As Undersecretary, Toledo headed the Budget Preparation and Execution Group (BPEG), with his main function involving the preparation and implementation of the national budget.
He also serves as the Functional Group Head of the Department’s Operations, made up of Budget and Management Bureaus (BMBs) and Budget Technical Bureaus (BTB).
Prior to this, Toledo served as the assistant secretary of the DBM for Local Government and Regional Operations (LGRO), where he assisted in the supervision of the Local Government and Regional Coordination Bureau (LGRCB) and regional offices (ROs) in ensuring the budget and management policies were consistently implemented.
He also supervised the operations of the Philippine Open Government Partnership (PH-OGP) and its secretariats, which promoted fiscal transparency and participatory governance.
Toledo graduated with a Bachelor of Science degree in Business Administration from the University of the East in 1984, and became a Certified Public Accountant a year after.
He then took a Program in Development Economics from the School of Economics of the University of the Philippines in 1994. — RF, GMA Integrated News
