The bicameral conference committee on Tuesday approved the final version of the bill amending the Motorcycle Crime Prevention Act or commonly known as the Doble Plaka Law.
In an ambush interview, Senator JV Ejercito, member of the bicameral panel, said the bill will no longer require motorcycles to attach two license plates.
“The main provision is that ‘yung doble plaka, isa na lang po. Kasi… we have about 9 million backlog. Mabuti nang lahat may plaka kesa dalawa nga e hindi maibigay,” Ejercito told reporters.
“I think in terms of crime prevention, all that’s more important is all motor vehicles, specifically motorcycles, will have their plate numbers,” he added.
The final version of the bill also deleted the Radio Frequency Identification (RFID) stickers requirement for motorcycles.
Senator Francis Tolentino, who defended the bill in the Senate, said the plates will only be at the back of the motorcycle.
“Wala nang plaka sa harap, sa likod na lang (There will no more plate in front of the motorcycle, only at the back),” he said.
He also disclosed that the Land Transportation Office (LTO) has committed to address the backlogs by June 2025.
But the “more realistic commitment” for LTO is June 2026, Tolentino added.
Republic Act 11235 was signed in 2019 by former President Rodrigo Duterte. The law seeks to prevent the use of motorcycles in crimes by mandating bigger plates and other identification marks.—AOL, GMA Integrated News
