ICC to Rule on Duterte’s Jurisdiction Appeal April 22

The International Criminal Court’s Appeals Chamber will deliver its judgment on April 22 at 11 a.m. in The Hague, Netherlands, regarding former Philippine President Rodrigo Duterte’s appeal challenging the Pre-Trial Chamber 1’s October 2025 ruling that it has jurisdiction over his case. Duterte, arrested at Manila’s airport on March 11, 2025, has been detained in The Hague since March 12, 2025. The Appeals Chamber’s decision precedes the 60-day deadline following the February 27 Confirmation of Charges hearing, where the Chamber deliberated on whether to confirm charges against Duterte. The Pre-Trial Chamber can confirm charges for trial, decline them, or request further evidence. Duterte faces three counts of murder as a crime against humanity, linked to at least 76 deaths during his war on drugs as Davao City mayor (2013–2016) and president (2016–2018). The ICC noted the actual number of victims is far higher than the 76 charged, reflecting the widespread nature of the alleged crimes committed while the Philippines was a Rome Statute signatory.
