DAVAO CITY (MindaNews/4 October)—A city official is urging residents to continue reporting cases of violence against women and children (VAWC) despite a slight decrease in reported cases for 2024. Lorna Mandin, head of the Integrated Gender and Development Division (IGDD), highlighted that stigma still discourages some women from reporting domestic violence. She emphasized the presence of VAWC desks in every barangay but acknowledged that fear of retaliation often leads victims to remain silent. Mandin stressed the importance of recognizing, recording, reporting, and referring abuse cases, urging victims to document evidence like videos, photos, and medical records. Barangay VAWC desks can assist in reporting and issuing Barangay Protection Orders, while institutions such as schools and hospitals can refer cases to police authorities. Victims can also approach the Women and Children Protection Desk (WCPD) at police stations or trusted individuals for referrals. In 2024, Davao City recorded 2,386 VAWC cases, slightly lower than 2023’s 2,707 cases, which accounted for 20 percent of the national total. Mandin attributed the high awareness in Davao City to its systematic referral and response system, which includes medical and legal assistance through hospitals, district health centers, the City Prosecutor’s Office, and the City Legal Office.
