PAGASA also reports strong to gale-force winds in Northern Luzon, resulting in rough to very rough coastal waters. Moderate to strong winds with moderate to rough coastal waters are expected in the Visayas, the rest of Luzon, and the northern and eastern sections of Mindanao.
