Torre: MMDA to implement 5-minute response policy

The Metropolitan Manila and Development Authority (MMDA) will implement a five-minute response policy for traffic accidents, MMDA General Manager Nicolas Torre III said Monday.

“Ila-launch namin ito — last week na ito ng training at dry-testing — ‘yung five minute-response namin sa lahat ng mga kalsada.” Torre said on Unang Balita.

(We will launch this — this is the last week of training and dry-testing — our five-minute response for all major roads.)

“Alam natin ang mga kalsada as it is ay congested na. Mas lalong magiging congested ‘yan kapag may banggaan,” he added.

(We know that the roads as they are are already congested. They will become even more congested when there is an accident.) 

A report by the TomTom Traffic Index for 2025 showed that motorists and commuters in the Philippines spend the most time in traffic in the whole of Asia.

The index reported that the Philippines was the most congested country in Asia, with a congestion level of 45%, followed by India and Singapore, which both logged a congestion level of 37%.  

Meanwhile, Torre assured the public that the MMDA is working to solve the traffic congestion in the country.

“Rest assured ang MMDA po ay nagtatrabaho para maghanap ng solusyon para sa ating kalbaryo na araw-araw ay dinaranas,” he said.
