Manila police have arrested a minor who shot and killed a man in Tondo.
According to Jamie Santos report on “Saksi”, the victim was identified as Rolando Francisco. He was dead on arrival at the hospital.
The shooting happened at past 11 p.m. on Tuesday night at the corner of Dandan Street and Osmeña in Barangay 117.
Invetsigation showed that a debt was the cause of the grudge between the victim and the suspect, who’s considered a child in conflict with the law (CICL).
“Itong si CICL natin kasi siya ay minor, merong sinangla du’n sa biktima na relos,” said Police Capt. Dennis Turla, chief of the homicide section of the Manila Police District.
“Ngayon itong si CICL tinutubos na kay victim ayaw pa ibigay ng biktima hanggang sa nagkaroon sila nang pagtatalo nung isang araw at nagbanta pa raw itong biktima kay CICL kaya itong CICL siya na inunahan na raw niya,” he added.
(The CICL, a minor, pawned a watch to the victim. Now, the CICL was trying to redeem the item but the victim would not give. They had an argument and the victim reportedly threatened the CICL and so the CICL attacked him first.)
The suspect fled after the shooting but the police were able to find him in a follow-up operation.
“Base sa ginawa nating backtracking at dun sa pakikipagtulungan ng mga tao sa lugar eh na identify itong CICL. Kung kaya’t merong mga concerned citizen na nagbigay ng information kung nasa’n itong CICL sa agad kumilos ang ating mga kasamahan sa istasyon at naaresto sa bahay,” Turla said.
(According to our backtracking and with the help of the residents in the area, we were able to identify the CICL. There were concerned citizens who gave information where the CICL was and our colleagues at the station moved to arrest him at home.)
