LTO summons owner of dump truck in fatal Antipolo crash

The Land Transportation Office (LTO) on Wednesday said it has issued a show cause order (SCO) to the registered owner of an Isuzu dump truck that was involved in a multi-vehicle collision that killed three people and injured four others along Sumulong Highway in Antipolo City on November 25.

LTO chief Assistant Secretary Markus Lacanilao ordered the agency’s Intelligence and Investigation Division to summon the truck’s registered owner, Cristina Alcazar de Castro, or her representative, as well as the nearest of kin or representative of the deceased driver. 

They are required to appear at the LTO Central Office in Quezon City on November 28 for a formal investigation.

An SCO is a directive requiring a person or entity to explain or justify why they should not be penalized, disciplined, or sanctioned.

According to a spot report from the Antipolo City Police, the dump truck, driven by one Daniel Jose Aballa allegedly lost its brakes while traversing the downhill portion of Sumulong Highway and rammed the rear of another dump truck.

The force of the impact pushed both trucks forward, causing them to crashing into five more vehicles.

All involved vehicles sustained damage, and several drivers were rushed to nearby hospitals.

Three drivers, including Aballa, were declared dead on arrival at a nearby hospital.

According to the LTO, both the owner and driver’s representative must submit a verified or sworn explanation stating why they should not be held administratively liable for operating a vehicle with defective or unauthorized accessories, equipment, or parts. 

De Castro has also been instructed to submit a Motor Vehicle Inspection Report to prove the truck’s roadworthiness.

The family or representative of Aballa has likewise been ordered to surrender his driver’s license for safekeeping pending the resolution of the case.—MCG, GMA Integrated News
