PDRRMC awards most disaster-resilient towns, cities in Pampanga

City of San Fernando, Pampanga — The Provincial Disaster Risk Reduction and Management Council (PDRRMC) recognized top-performing cities and municipalities in the province during the 2024 Disaster Resilience and Enhanced Adaptation and Mitigation (DREAM) Assessment Awarding Ceremony held in this city on Friday, December 6.

During the event, Governor Dennis “Delta” Pineda commended all participating local government units (LGUs) for their hard work in enhancing their disaster preparedness and response capabilities.

“Importanteng-importante po kayo. Actually, kayo ang first line of defense natin. Kayo ang una naming inaasahan, kaya dapat palakasin po talaga natin ang mga LGU natin. Kung anuman po ang maitutulong ng provincial government, nandito po kami palagi nakasuporta sa inyo,” the governor said.

The DREAM Assessment, launched last year, aims to encourage LGUs to strengthen their disaster management efforts by recognizing outstanding performance and providing incentives.

This year, the PDRRMC declared Magalang town as the most disaster-resilient LGU under the municipal category. The municipality received a fire truck as its award. Under the city category, Mabalacat ranked first and was awarded a combi spreader-cutter with accessories and PPEs. The City of San Fernando ranked second and received a vehicle stabilization set, while Angeles City placed third and was given two remote area lighting systems.

Among municipalities, Minalin secured second place and was awarded a Ford Ranger Wildtrak 4×4. Floridablanca followed in third place, receiving a custom troop carrier-type vehicle. Lubao ranked fourth and received a passenger-type vehicle, while San Luis placed fifth and was awarded a rubber boat with a fiberglass hull and Hypalon tube.

Also included in the top 10 were Bacolor, San Simon, Masantol, Porac, and Mexico. These municipalities each received certificates and ₱300,000 cash incentives. Governor Delta and PDRRM Officer Angelina Blanco personally conferred the awards.

“Congratulations po sa lahat ng winners. Lahat naman sila ay winners sa kanilang field. Sabi nga ng ating validators, they have good projects. Sana sa susunod na DREAM Assessment, mag-level up pa lalo,” said Blanco.

Gov. Delta also announced that the DREAM Assessment will take a break next year and will resume in 2026 to allow other LGUs time to improve their disaster management initiatives.
