THE Metropolitan Manila Development Authority (MMDA) announced on Thursday that Bar examinees will be exempted from the number coding scheme during the 2025 Bar Examinations.
The reprieve will take effect on Wednesday, Sept. 10, to ensure examinees can reach their testing venues without delay.
Examinees are required to display a copy of their Notice of Admission (Bar Exam Permit) on the windshield of their vehicle for identification.
Traffic enforcers have been instructed to honor this exemption and extend assistance to examinees heading to test centers in Manila, Taguig, Quezon City, Makati, and Muntinlupa.
The Supreme Court said that in case of apprehension during pick-up or drop-off, the examinee or the driver must show the Notice of Admission to the enforcer to avail of the exemption.
For vehicles covered by contactless apprehension, additional rules apply. Examinees must register one vehicle through an official link on or before the Sept. 8 deadline.
The exemption for contactless apprehension will only be recognized if two conditions are met: the Notice of Admission is prominently displayed on the rear windshield, and the vehicle’s plate number is properly registered in the database.
If either requirement is not met, the vehicle will not be granted an exemption even if the examinee is inside.
The Supreme Court reminded examinees that they may only register one vehicle, and only the latest vehicle encoded in the system will be recognized.
Examinees were strongly advised not to share their Bar Examination numbers publicly, since these are required for verification and may be misused if disclosed.
The sharing of vehicle details with the Bar Confidant’s Office and the MMDA is voluntary, but those who register must agree to the data privacy notice attached to the online form.
MMDA enforcers will be stationed at exam venues to manage traffic and assist examinees.
