The Land Transportation Franchising and Regulatory Board (LTFRB) took a significant step towards enhancing road safety in the Philippines by leading a public consultation on the Drivers and Conductors Academy Program (DCAP) in Cagayan de Oro City.
Chairperson Atty. Teofilo Guadiz III, along with LTFRB Technical Division Chief Joel Bolano, spearheaded the discussion on the DCAP’s framework and its contribution to improving road safety nationwide.
The DCAP, a brainchild of Chairperson Guadiz, aims to upgrade the skills and knowledge of public utility vehicle (PUV) drivers and conductors. The program covers essential topics such as traffic laws, road safety, proper passenger handling, and franchise compliance.
In addition to the public consultation, Chairperson Guadiz also attended the Mindanao Public Transportation Summit 2025, hosted by the Liga ng Transportasyon at Operators ng Pilipinas (LTOP). He was joined by LTFRB NCR Director Atty. Zona Russet Tamayo and LTFRB Region X Director Abosamen Matuan.
The LTFRB’s efforts to promote road safety and improve the public transportation system are part of the Department of Transportation’s (DOTr) broader vision to modernize public transportation in the Philippines ². By investing in the skills and knowledge of PUV drivers and conductors, the LTFRB hopes to create a safer, more comfortable, and reliable public transportation system for all Filipinos.
