The House of Representatives will work on the passage of the remaining 36 Legislative-Executive Development Advisory Council (LEDAC) measures as it resumes session on Monday, House Majority Leader and Ilocos Norte Rep. Sandro Marcos said on Sunday.
In a statement, Marcos said the proposed measures address key issues involving agriculture, health, education, and social welfare.
Pending amendments include those to the Rice Tariffication Law, the Fisheries Code, and the Coconut Farmers and Industry Trust Fund Act.
The House is also reviewing proposed amendments to the Universal Health Care Act, particularly provisions aimed at expanding access, improving service delivery, and ensuring patient responsiveness.
On education, the LEDAC measures include:
- Classroom-Building Acceleration Program
- Amendments to the Universal Access to Quality Tertiary Education Act
- Amendments to the Local Government Code on the Special Education Fund
Meanwhile, the House also intends to advance the Pantawid Pamilyang Pilipino Program (4Ps) Act and amendments to the Masustansyang Pagkain Para sa Batang Pilipino Act.
“Alam namin na ang mga batas na may kinalaman sa pagkain, edukasyon, at kalusugan ang pinakamadaling sukatin sa araw-araw na buhay ng mga tao, kaya doon kami magdodoble-kayod,” Marcos said.
(We will focus on measures concerning food, education, and health since these are the needs most felt in people’s daily lives.)

- Bill modernizing the Bureau of Immigration
- National Land Use Act
- Bill creating the Independent People’s Commission
- Presidential Merit Scholarship Program
- Second waste-to-energy bill establishing a broader regulatory framework
- Excise tax on single-use plastics
- Philippine Civil Registration and Vital Statistics Act
- Bill strengthening the Bases Conversion and Development Authority and disaster risk financing insurance
- Amendments to the Magna Carta for MSMEs
- Right to Information bill
- Reprogramming of the Seal of Good Local Governance
- General tax amnesty bill
- Law on online gambling
- Masterplan for infrastructure and national development
- Progressive Budgeting for Better and Modernized Governance Act
- Bill disqualifying relatives of officials up to the fourth degree from certain government contracts
- Cybersecurity Act
- Digital Payments Act
- Bill on the fair use of social media, artificial intelligence, and internet technology in elections
- Magna Carta for Barangays
- Amendments to the Downstream Oil Industry Deregulation Law
- Amendments to the Biofuels Act
- Bill requiring civil servants to waive bank secrecy
- Amendments to the Anti-Money Laundering Act
- Citizen Access and Disclosure of Expenditures for National Accountability (CADENA) Act
- Anti-Political Dynasty bill
- Party-list System Reform Act
“We’re not promising miracles, but we are committing to hard deadlines, tighter coordination, and a House that treats time as a responsibility. If we want real reforms, we have to deliver with the urgency the public expects from us,” Marcos said.
Marcos earlier announced that the House had approved 12 of the 48 LEDAC measures on third and final reading.—MCG, GMA Integrated News
