A city councilor in Davao City is proposing an amendment to the 13-year-old Comprehensive Transport and Traffic Code to authorize the use of wheel clamps or tire locks on illegally parked vehicles. Authored by First District Councilor Luna S. Acosta, the “Wheel Clamping of Illegally Parked Vehicles Ordinance” aims to strengthen enforcement and address traffic congestion caused by illegal parking. The proposed measure, supported by the City Transport and Traffic Management Office (CTTMO), seeks to insert a new provision into the existing code, designating “clamping zones” and imposing penalties. Vehicles parked in prohibited areas, such as intersections, crosswalks, sidewalks, loading bays, and pay parking zones, will be subject to clamping. Designated clamping zones will include pay parking areas, where vehicles parked beyond the allowed time will be immobilized. Two pilot areas identified are Sandawa (Guillermo E. Torres Street) and Ecoland Drive. Clamping fees will be P2,000 for light vehicles and P5,000 for heavy vehicles, payable at the City Treasurer’s Office. The ordinance also prohibits tampering with or damaging wheel clamps. The amendment is intended to improve road safety, enhance parking enforcement, and ensure smoother traffic flow.
