The National Commission of Senior Citizens (NCSC) is tasked to implement the Centenarians Act and the Expanded Centenarians Act starting January 2025.
Under the Centenarians Act of 2016 or Republic Act (RA) 10868, senior citizens are entitled to receive P100,000 upon turning 100 years old.
Meanwhile, under the Expanded Centenarians Act, also known as Amendments to the Centenarian Act or RA 11982, seniors will also be able to receive P10,000 upon reaching milestone ages of 80, 85, 90, and 95.
Here are some reminders to claim the cash benefits from the NCSC:
1. Download the application form at www.ncsc.gov.ph or coordinate with the Office for Senior Citizens Affairs or Local Social Welfare and Development Offices.
2. Prepare the following documents:
- Original and photocopy of the beneficiary’s birth certificate or national ID card
- 2×2 ID picture and full body picture of the beneficiary printed in A4-sized bond papers or photo paper
- Endorsement letter from the city or municipal mayor where the beneficiary lives
3. If the beneficiary has no primary IDs, they may submit any two (2) the following:
- Philippine passport
- Certificate of Late Registration of Birth (original, issued/ authenticated by the Philippine Statistics Authority or PSA)
- Senior Citizen’s ID
- Driver’s License
- GSIS or SSS ID
- PRC License
- Philippine Postal ID
- Comelec Voter’s ID, showing Filipino citizenship and date of birth
- Birth certificate of first-born child
- Marriage certificate
- Joint Affidavit of two disinterested persons who personally know the beneficiary
- School or employment records
- Membership certificate from retirement and pension insurance
Should a senior citizen be unable to apply for the cash benefits, an authorized representative may do so once provided with a Special Power of Attorney.
4. For indigenous people beneficiaries who have no birth certificates, they may submit the following:
- Original certificate issued by the National Commission on Indigenous Peoples that proves their age or existence
- Late registration certificate issued by the PSA under the Revised Guidelines for Delayed Registration of Birth
5. Muslims with no birth certificates may submit the following:
- Original certificate issued by the National Commission on Muslim Filipinos that proves their age or existence
- Late registration certificate issued by the Philippine Statistics Authority under the Revised Guidelines for Delayed Registration of Birth
6. Submit the application form and other documents to the following four to six months before the birthday of the beneficiary:
- The Office for Senior Citizens Affairs or Local Social Welfare and Development Offices
- For Filipinos living overseas, they may submit the application to the Philippine Embassy, Philippine Consulate General, Department of Migrant Workers, or the Commission on Filipinos Overseas
Filipinos living overseas may submit the following documents:
- Citizen Retention and Reacquisition Certificate and ldentification Certificate
- Overseas Voting Card or Affidavit
- Foreign Driver’s License
- Order of Approval
- Medical or health card
- Oath of Allegiance
- Certificate of Attestation from the Philippine Embassy, Philippine Consulate General, or Department of Foreign Affairs
Their benefits will be deposited in their Philippine deposit bank account.
Claiming the cash benefits should be done within one year after the senior citizen reaches the milestone age.
Should the applicant pass away before their birthday, they will not be qualified to receive the benefits.
Senior citizens who were unable to apply for the cash benefit and passed away after reaching the milestone age are still qualified.
Their closest kin may apply for them and submit the additional documents:
- Original death certificate
- Photocopy of any government ID of the closest kin applying
- Photocopy of proof of their relationship such as marriage certificate and birth certificate
- Warranty and release from liability form if the deceased beneficiary has many family members
- Special Power of Attorney
In claiming the benefits, senior citizens on the official list must present their senior citizen’s ID or any government ID.
- If beneficiary is under medical care, then the following documents must be presented upon claiming:
- Original and photocopy of valid government ID of the authorized claimant
- Original and photocopy of the beneficiary’s senior citizen’s ID or any government ID
- Authorization letter of the beneficiary
- Medical Certificate
- Proof of life of the beneficiary, like their latest full-body photo holding a calendar of the latest month
